CALL TO ORDER The October 24, 1989 Urban Affairs Committee Meeting was called to order by Chairman John McKay. Members Present: Chairman John McKay, Sharon Schwartz, Jeffrey Weldon. Members Absent: Pamela Sohlberg, Jeannine Churchill, JoAnne Ellison. Staff Present: Bruce Erickson, Scott Hickok. 2. APPROVAL OF AGENDA MOTION: A motion was made by Member Weldon, seconded by Member Schwartz to approve the agenda as written. The motion carried unanimously. 3. APPROVAL OF MINUTES MOTION: A motion was made to approve the minutes with two corrections. The date should read August 22, 1989, not 1980. Chairman McKay was absent and the meeting was chaired by Member Weldon. The motion carried unanimously. 4. CONTINUED DISCUSSION OF OPTIONS FOR UNLICENSED HOME OCCUPATIONS Scott Hickok gave an overview of what was discussed at the August 22, 1989 Urban Affairs Meeting. This summary included: -- The removal of daycare from the home occupations section of the code. -- Discussion about the possible requirement of registration for the home occupations. -- Current regulations and their adequacy. Jeff Weldon added that the people would be afraid to come forward to register. Bruce Erickson asked if the information would be worth the administrative mess it could lead to. Urban Affairs Committee Minutes October 24, 1989 Page 2 Sharon Schultz asked how we could assure compliance. A general discussion ensued. 5. OTHER BUSINESS A. Chairman McKay asked staff far an update of the parking ordinance before moving onto the housing maintenance issues. Planner Hickok responded by explaining the changes that had occurred and the general progress of the ordinance. For the most part, the ordinance stayed the same with the exceptions of: -- Removal of the permit requirements for surfaces. This was because further staff discussion and Planning Commission discussion indicated that the administration of such a permit would be difficult because of existing slabs. The verification could be extremely difficult. -- The City Council appeared to support the recommendation, but asked staff to be more specific about crushed rock surfaces. depth, size rock, size pad, etc. -- The City Council asked to have the ordinance tabled until a satisfactory surface definition could be given to non-motorized vehicles. This will appear on the Council agenda again in mid-November. B. Planner Hickok discussed the home occupation ordinance and asked the members of the committee to refer to the sample ordinances in the earlier packets - specifically, Winona's ordinance. This ordinance is very similar to the others in the packet, but tends to cover more of the specifics we would like to see. In his review, Planner Hickok pointed out the importance of the definitions in a housing maintenance code. An example of how valuable the definition section is is - "Sub-Standard Housing" much thought should be considered when defining sub-standard housing. It was suggested that the group review this particular ordinance and be prepared to list sub- standard components at our next meeting. Member Weldon also questioned whether Winona's ordinance was specifically designed for rental or does the ordinance focus on owner occupied as well. Planner Hickok responded that owner occupied should be included. The next meeting was set for November 14, 1989. 6. ADJOURNMENT The meeting adjourned at 8:30. kg
