URBAN AFFAIRS COMMITTEE MEETING
MAY 23, 1989
I. CALL TO ORDER:
The May 23, 1989 Urban Affairs Committee Meeting was called to order
by Chairman John McKay at 7:05 p.m. in the City Hall Conference Room.
Members Present: Chairman McKay, Shirley Doering, Sharon Schwartz,
Jeffrey Weldon, Jeannine Churchill, Joanne Ellison.
Members Absent: Pam Sohlberg.
Staff Present: Tom Melena, Bruce Erickson, Scott Hickok, and
Dennis Welsch.-
2. APPROVAL OF AGENDA;
The agenda was approved with the addition of the discussion of garbage
houses.
3. APPROVAL OF THE MINUTES:
The minutes of the May 9, 1989 Urban Affairs Committee Meeting were
approved as written.
A general discussion ensued regarding interpretation or clarification
of the number of vehicles allowed on a site based upon comments by Member
Weldon that were noted in the minutes.
4. CONSENSUS VIEW
Member Doering discussed the screening of boats and expressed concern
over the fencing provisions discussed at the previous meeting. She found
that were so many exceptions to the proposed rules, that it would be diff-
icult to write ordinance to cover all cases. She noted she had seen a
larger number of potential violations in drives around the community. A
general discussion ensued regarding the violation process and concerns
over screening and paving.
Chairman McKay asked for clarification regarding what a paved area
consisted of. In general, the committee agreed that a paved surface was a
impervious surface consisting of concrete or asphalt, but not crushed
rock. in addition, the staff was to review brick pavers to determine if
some definition could be written which would include architectural pavers
designed for driveways and roads, but eliminate patio blocks and other
such materials. A discussion ensued regarding the cost of a permit for
inspection of paved surfaces. The staff will research the cost a driveway
building permit and report back to the committee at its next meeting.
Parking within 20 feet of a building for vehicles owned by the pro-
perty owner was discussed in detail. The concept of parking adjacent to

the building was to reduce the owners impact of vehicles and trailers
being parked on side or rear lot lines. Such equipment parked on side or
rear lot lines becomes more of a offense to the adjoining property owner
then to the owner.
5. DAYCARE AND HOME OCCUPATIONS
Associate planner Scott Hickok provided background information on
daycare facilities and home occupations. A general discussion ensued
regarding the issuance of permits for home occupations and the licensing
procedure for daycare_ In future meetings, the committee will
review draft'9rdinances and example ordinance from other communities.
6. GARBAGE HOUSE ORDINANCES
Tom Melena and Scott Hickok provided background information on a
recent garbage house case in which the amount of refuge in the house and
on the lot required city clean -up. Tom Melena noted that the Urban Affairs
Committee will be requested to review a draft ordinance to control on site
refuge and to allow the city clean up such debris both inside and outside
the structure, and access those cost to the property owner.
7. ADJOURNMENT:
The meeting adjourned at 8:30 p.m. The next meeting will be held
June 6, beginning at 7:00 p.m. in the City Council Chambers.
