CITY OF APPLE VALLEY
URBAN AFFAIRS COMMITTEE MEETING
JUNE 13, 1989
1. CALL TO ORDER:
The June 13, 1989 Urban Affairs Committee Meeting was called to order
by acting Chairman Jeff Weldon at 7:13 p.m. in the City Hall Council
Chambers.
Members Present: Shirley Doering, Sharon Schwartz, Jeff Weldon,
Joanne Ellison, Pam Sohlberg, Barbara Savanick.
Members Absent: Chairman McKay and Jeannine Churchill.
Staff Present: Bruce Erickson, Scott Hickok, Tom Lawell, and
Dennis Welsch.
2. APPROVAL OF AGENDA:
The agenda for the meeting of June 13 was approved as written with
the exception that item 6 concerning parking and storage of items would be
discussed prior to items 4 and 5.
3. APPROVAL OF THE MINUTES:
The May 23, 1989 Urban Affairs Committee minutes were approved with
the following corrections: Page 2, item 6 last line; the word access
should read assess, and in item 6, page 2 line 5; the word refuge should
read refuse. With the above mentioned corrections the minutes were
approved unanimously.
4. PARKING AND STORAGE OF RECREATION VEHICLES:
After a general discussion of storage and recreation vehicle consensus
item from previous meetings, the Urban Affairs Committee asked the staff
to prepare a list of issues which the Urban Affairs Committee had been
able to agree upon and a list of questions which the committee wishes to
ask the Planning Commission at the meeting on June 21, beginning at 7 p.m.
in the City Council Chambers. Dennis Welsch pointed out on page 4 of the
May 9, 1989 Urban Affairs Committee Minutes the committee had agreed to a
consensus of issues which included:
1. Non motorized vehicles, utility trailers and boats could be
parked on none paved or gravel surfaces.
2. Vehicles parked on a residential site should be parked within 20
to 25 feet of the main structure.
3. Motorized recreation vehicles should be included in the defini
tion of vehicles within the ordinance passed by the Planning
Commission and not allowed to exceed 4 vehicles on the site
parked outside the garage except with a permit which would allow
an additional 2 vehicles.

4. Building permits should be issued for all new concrete or hard
surface paved driveways or parking spaces.
5. The commission asked for a clear definition of the term archi-
tectural paver. The staff responded that a paver could sub-
stitute for concrete or asphalt if it was a specific type of
paver which has the load bearing capacity to withstand vehicle
parking. These materials are more popular on the market today
then they have been in the past. The staff will write a clearer
definition.
The staff will also prepare an illustrated pamphlet and diagram which
provides a graphic depiction of parking set backs and the use of paved
surfaces of exterior parking.
The committee identified problems that they wished to discuss with
the planning commission on June 21, including:
1. The definition of permanent parking verses.crushed rock.
2. The definition of a recreation vehicle.
3.

or screening. Is
it really necessary?
5. Is the ordinance as proposed enforceable on more then a complaint
bases.
6. Where should vehicles with "For Sale" signs be allowed.
5. DISCUSSION OF NUISANCES AND LIMITATIONS AND CURRENT ORDINANCES RELATED
TO HOUSING MAINTENANCE AND GARBAGE HOUSES:
Associate Planner, Scott Hickok, provided a background report which
described the problems the city staff had in dealing with the recent gar-
bage house situation in Apple valley. He noted that the county health
plan prevails that the city is invited in as a second participant to assist
in cleaning up the structure. Health and safety issues do require city
action as well as county action. In the most recent case, the electrical
and structural problems were found. Hickok noted that the City had worked
with the occupant to sign a statement which would allow the City to enter
the structure, clean it up, clear up any health and safety problems, and
assess the cost of this work to the property owner.
Acting Chairman Weldon summarized that the staff needs a better work-
ing procedure. The lines of authority need to be clearly defined with the
county and the state. There are health and safety issues which can be
remedied by preventative maintenance and a decent housing code. Council-
woman, Barbara Savanick, stated she had seen several housing maintenance
codes

and was aware of housing maintenance problems in Apple Valley. She sug-
gested that the staff obtain a copy of the City of Coon Rapids Housings
Maintenance Code and compare it with other codes that are currently on
file. Chairman Weldon suggested that this maybe an appropriate topic for
June 27 or a future meeting. In addition, at the June 27 meeting the
committee will be asked to develop some type of consensus based upon the
direction received at the public information meeting on June 21 to be held
jointly with the Planning Commission.
6. LICENSING PROCESS FOR DAYCARE FACILITIES AND HOME OCCUPATIONS:
Dennis Welsch presented information illustrating when the City had
authority to regulate licensed daycare facility and state licensed residen-
tial care facility. He noted that only when structures have a capacity of
over 12 children can the city began a conditional use permit process. The
City has no conditional use permit process which deals with licensed day-
care or residential home facilities. In addition, the City has no direct
policy or ordinance to deal with unlicensed home occupations. These issues
will be discussed in further detail at future meetings in July.
7. OTHER BUSINESS:
Tom Lawell prevented information and handouts regarding the number of
tons of recyclable material collected by various haulers within the Apple
Valley Collection System. He stated a better more complete report will be
available in late June or early July.
8. FUTURE MEETINGS:
The next meetings of the Urban Affairs Committee will be a joint
meeting with the Planning Commission on June 21 beginning at 7 p.m. in the
City Council Chambers.

A regularly scheduled Urban Affairs Committee meeting on July 11.
A regularly scheduled Urban Affairs Committee meeting on July 25.
beginning at 7 p.m. in the City Council Chambers.
A regularly scheduled working meeting of the Urban Affairs committee
scheduled for August 8 beginning at 7 p.m. in the City Council
Chambers.
