URBAN AFFAIRS ADVISORY COMMITTEE MINUTES
FEBRUARY 20, 2020
1. CALL TO ORDER
The City of Apple Valley Urban Affairs Advisory Committee meeting was called to order by Chair
Sharon Schwartz at 6:03 p.m.
Members Present: Ann Arens, Linda Blake, Sandy Breuer, Walton Mahlum, Sharon Schwartz and
John Vegter.
Members Absent: Pamela Sohlberg.
Staff Present: Planner/Economic Development Specialist Alex Sharpe and Department Assistant
Joan Murphy.
2. APPROVAL OF AGENDA
Chair Schwartz asked if there were any changes to the agenda.
MOTION: Breuer moved, seconded by Vegter, approving the agenda. Ayes - 5 - Nays - 0.
3. APPROVAL OF MINUTES August 27, 2019.
Chair Schwartz asked if there were any changes to the minutes.
Breuer asked if the complete motions could be added from the previous meeting.
MOTION: Breuer moved, seconded by Mahlum, approving the minutes of the meeting of
August 27, 2019, as amended. Ayes - 5 -Nays - 0. 1 - Abstained(Schwartz)
4. ACTION ITEMS
A. Approve 2019 Urban Affairs Advisory Committee Annual Report
Discussion led to the 2019 Annual Report and Chair Schwartz thought it was misleading. Vegter
thought it was fine the way it was stated.
MOTION: Breuer moved, seconded by Arens to approve the 2019 Urban Affairs Advisory
Committee Annual Report as written. Ayes - 5 - Nays - 0. 1 —Abstained (Schwartz)
B. Review 2020 Update for Complete Count Committee
Alex Sharpe led the discussion and reviewed when the mailings to residents would be going out.
He said there is no budget for this but will be a cost to the City. The mailing would be a small

notification style postcard, targeting a certain area. The Census Questionnaire will be mailed, in
multiple languages, requesting a response. Discussion of Census notification, hiring of Census
Takers, and where extra postcards would be placed. Areas with low response in the past will be
targeted area(s) for postcards and notifications. Discussion on who can respond/fill-out Census.
Sharpe: MN has resources and grants to assist the cities in the Census but requires one hour of
training in downtown Minneapolis. Any materials will go to the Dakota County Library, Census
info will be in the City News Letter, a Q & A page suggested by Schwartz. End of March will be a
report of what has been accomplished, there will be Census information at the Home & Garden
Show (as part of the Polishing the Apple Initiative) at Eastview HS. Social media videos to be
utilized were shared with Committee, Community Development, and City Administration;
comments were made. April 1st is Census Day.
Chair Schwartz started discussion on signage.
Sharpe: CCC will be tasked with friends, legions, church communities, etc. Beware of false and
political material that is being circulated. Census Takers will have identification and will be from
the Twin Cities community. They will be working during the day, as well as evenings and
weekends. Final tasks for the Census to be completed in April.
Discussion on doing the Census in a language other than English and over the phone; any
information provided will be counted; colleges will get a big boost; options to respond via internet,
phone, or mail (which will be forwarded as needed).
MOTION: Chair Schwartz moved, seconded by Blake recommending approval to adopt three
(3)month plan. Ayes - 6 -Nays - 0.
Chair Schwartz provided draft of"Letter to the Editor" from CCC.
MOTION: Breuer moved, seconded by Vegter recommending the Letter to the Editor from
CCC, to be placed in the local paper, be directed to City Council for approval. Ayes
- 6 -Nays - 0.
C. Review Flexible or Compact Dumpster Ordinance
Alex Sharpe led the discussion with review of ordinance: not to block sidewalk, not at curb.
Chair Schwartz does not see how storage location is defined.
Sharpe clarifies statement of enumeration for Mahlum, explains terminology utilized by other cities
to Chair Schwartz.

MOTION: Vegter moved, seconded by Mahlum recommending approval to move this item to
the City Council for final approval. Ayes - 6 -Nays - 0.
5. OTHER BUSINESS
Next Urban Affairs meeting is scheduled for Tuesday, March 24, 2020.
6. Adjourn
Hearing no further comments from the Urban Affairs Advisory Committee, Chair Schwartz asked
for a motion to adjourn.
MOTION: Breuer moved, seconded by Arens to adjourn the meeting at 8:03 p.m. Ayes - 6 -
Nays - 0.
