CITY OF APPLE VALLEY
URBAN AFFAIRS COMMITTEE
November 4, 1976
PRESENT: George Hecker, Hank Myers, Richard Edwards, Jim Ronay
The proposed Snowmobile Ordinance as recommended to the Counci]: was discussed. It will
appear on the agenda for Council consideration on Wednesday, November 1Q, 1976.
Mr. Asleson recommended that members of the committee attend the Council meeting.
The committee reviewed the information from Dick Asleson regarding the Transient
Merchant License Ordinance. The committee is in favor of allowing the local
civic organizations the opportunity to promote their merchandise; however there
was considerable discussion on not requiring a license for profit organizations
to promote their merchandise in the shopping center areas.
The Committee would like a legal opinion regarding the city's liability. Does
the City of Apple Valley accept any product liability when they issue a Transient
Merchant License? As a result of the use of the product for which the license
is issued is the city liable for inferior product, physical injury, or death?
The Committee would like a further explanation from Mr. Asleson regarding his
recommendation for the ordinance. Why does he feel that the groups or individuals
involved shauld be exempt?
The Committee would also like Bill Holton's opinions regarding the recommended
change in the ordinance.
The members of the Committee will further review the ordinance and will discuss
the recommended change at their next meeting on November 18, 1976 at 7:30 p.m.
