HomeMy WebLinkAbout02/19/1976 . � URBAN AFFAIRS Meeting 2/19/76 ---- Apple Valley City Hall ---- 7:30 p.m. Present: George Hecker, Jim Ronay, Hank Myers, Dorothy Regis, Joan Goering, Bill Holton and Andy Hayes, Rolland Gronholz (visitor regarding the snowmobile ordinance) . Committee Discussed the Snowmobile Ordinance. Questioned taxing the snowmobiles, ', issuing a permit, etc. Apple Valley has many snowmobilers on trails that do not ', live in Apple Valley. Present ordinances were discussed -- Section 2. B -- ' this indicates that the proper authority can indicate where snowmobiling can take place; the school board in the case of school property and the city council in the case of city property. Also discussed Section 9. It was suggested by the councilmen present that the committee come up with a new ordinance -- repeal #48 and #70. Work out some way to limit outside snowmobilers coming to Apple Valley and incorporate in the ordinance. Discussed allowing the City Council to designate some areas of Public Property for snowmobiling; golf course, Holland- Jensen Park, the county open space. Could limit come and go to residential areas. A fee or charge for a permit could generate enough income to pay for an , officer to enforce the ordinance. This definitely needs further study; the committee would like to have a new ordinance for the 1976-77 snowmobile season. Wine ONIy Ordinance -- Hayes suggested that it be organized so that it parallels the �iquor ordinance. He also asked why the contents of the application for the license was much less for wine than for liquor. After some discussion it was decided that the application requirements would have to provide enough information to determine if the applicant was eligible or ineligible for a license. Also discussed the application fee and also if the wine sale would generate enough income for the business to be able to afford a license. The wine sale would be to satisfy the customer more than make money. , Add to Sectiorr 4, Sub 2 -- "less any expenses incurred by the City." Also suggested by councilmen was to go over Section 4 of the model ordinance. There was some discussion on the Parking Ordinance which will be pr�sented at the March 10 Council Meeting. The committee briefly discussed the Snowmobile Ordinance aga�i� -- it was suggested that Snowmobile Clubs be invited to make suggestions in writing after a draft of an ordinance is drawn up. The committee will work on the Wine Ordinance at their next meeting on March 4th. Meeting adjourned.
