URBAN AFFAIRS COMMITTEE MINtTTES
OCTOBER 18, 1979
PRESENT: Dick Edwards, John McKay, Hank Myers, Dorothy Regis and Bill Smith
ABSENT: Gloria Deters
The Committee reviewed the final form of their recommended changes to the
Park Ordinance. In reviewing the Park Director�s memo (attached) , the Committee
felt the only acceptable change was concerning the ability of the City to allow
individuals or private contractors to alter or remove articles under direction
of the City. Section 4 (1) will be changed accordingly.
There was much discussion regarding the other points of the Park Director's memo,
with the generaL consensus being that the majority of the memo's suggestions were
contrary to the Committee's opinion that the ordinance be no more restrictive than
necessary.
MOTION: of Smith, seconded by McKay to "approve the ordinance as altered hy
the Committee, with the change in Section 4(1) to allow removal or
alteration by permit incorporated, on the basis tfiat government regulations
circumscribing individual rights, even upon public property, should exist
only to the extent that such regulation addresses a clear- and present
danger created by the irresponsible exercise of those rights." Motion
passed unanimously.
Discussion returned to the Dakota County street naming and numbering system as
it applies to Apple Valley. Rick Kelley reiterated the staf£ position that any
system, if used consistently, will work for emergency services; haphazard changes
throughout the City where isolated complaints by residents have occurred would
effectively remove those addresses/street names from the existing system, making
emergency calls to those addresses more difficult. It was agreed by the Committee
that future problems could best be avoided by trying to limit the number of cul-de-
sacs in future subdivisions, and while a return to a strict grid street system
was not seen as desireable, it was felt that future individual curvlinear streets
should be laid out in a more logical form.
MOTION: of Regis, seconded by Edwards to "retain the Dakota County system. To
help eliminate confusion, a citizen education process should be undertaken
through an insert to the Council Table publication. Also, on streets
with a multitude of cul-de-sacs, additional signage where recommended
by staff should be erected on existing street signs." Motion passed
unanimously.
Dopothy Regis suggested that persons who had contacted the City on �pecific street
names be notified when this recommendation comes before the City Council.

The remainder of the evening was devoted to a discussion on the legal procedures
of appointing new council persons for vacancies which might occur. Work on a
resolution will continue at the next meeting.
