A basic philosophy was expressed that a park ordinance should be no .more restrictive than necessary. Park users should be controlled only to the extent that their direct actions prove undesireable. The Committee began going through the ordinance section by section to evaluate both the need fox each restriction and its wording. Deletions were made where redundant or too restrictive based on the Committee�s philosophy. Changes and consolodations were made to clarify and shorten. Meeting adjourned after completion of Section 12.
