HomeMy WebLinkAbout08/16/1979 _ _ . 1 � � • CITY OF APPLE VALLEY URBAN AFFAIRS COMMITTEE MINUTES AUGUST 16, 1979 PRESENT: Hank Myers, John McKay, Dorothy Regis, Bill Smith and Rick Kelley. ABSENT: Dick Edwards. Chairperson Regis called the meeting to order. Minutes of the July 19, 1979 meeting were approved as written. Rick Kelley introduced Nika Cleveland from the Dakota County Planning Department who was present to discuss the "Dakota County Uniform Street Naming and House Numbering System" - a copy of the procedural manual is attached. Rick stated that the Urban Affairs Committee is studying the system at the request of the City Council because of some problems and complaints. They hope to have a recommendation as to what can be done from the Committee. Dorothy Regis stated that the duplication of names is very confusing to the residents. The committee discussed the problems that they see with the system. The multiple number of 139th Street Courts is a definite problem. Nika explained the process of the new subdivision coming to the County and how they name and number the lots. She noted that it is often difficult with the curvilinear street system. Bill Smith suggested that a recommendation be made to the Council to try to make the necessary changes in the system where the problem areas exist, however, do not try to make a radical change. Nike explained that the City would have to pass a Resolution that they wanted something changed in Apple Valley; the County Planning Department will set up a public hearing with the Dakota Count� Planning Advisory Commission and it will eventually go to the County Commissioners for approval. Dorothy Regis suggested that the staff work with the Police Department and Fire Department to determine exactly where the problem areas area. Bill Smith recommended that we don't want to have duplication of streets names and courts. Nika explained why some of the Courts and Streets are the same. Dorothy Regis stated that there are three 139th Street Courts - Nika stated that you differentiate by where they are set into the numbering system. She explained that the numbering in Apple Valley from east to west is from 4500 to 9000. She noted that the Zero Point in the system is the State Capital; Apple Valley is all located west of the centering point. John McKay asked if it was necessary to go through the hearing process to change; Nika stated that because we are part of the system it is necessary; there have been a number of changes because of problems. Bill Smith stated that he would like to see courts with the same name at different physical locations eliminated. He would also like to see the change from Upper and Lower to north and south. He noted that the streets out of sequence are also a problem. There was further discussion on making some changes in the problem areas in Apple Valley and the process - Nika noted that they do not make a change without a specific request from the City. John McKay recommended having a local public hearing before a recommendation is made to the County. Nika explained the problem with names; Apple Valley's street names are all objects or places. , �Page ��2 � Urban Affairs Committee Mi�es � 8/16/79 The Committee asked the staff to make a list of the changes that should be made in the streets system for discussion and approval at the next meeting. After a recommendation is made to the Council on the Street Naming & Numbering Situation they will review the Gambling Ordinance. Bill Smith suggested discussing a Succession Ordinance after completing the Gambling Ordinance. Meeting adjourned.
