HomeMy WebLinkAbout07/19/1979 M ' .� � • CITY OF APPLE VALLEY URBAN AFFAIRS COMMITTEE MINUTES JULY 19, 19 79 PRESENT: Chairperson Dorothy Regis, John McKay, Hank Myers, Bill Smith, Rick Kelley and John Gretz. ABSENT: Dick Edwards and Clint Dixon. Chairperson Regis called the meeting to order. Dorothy Regis stated that Clint Dixon is no longer a resident of Apple Valley and will be resigning. Minutes of June 21, 1979 were approved as written. The members of the Committee discussed the snow shoveling ordinance. Rick Kelley dis- tributed a survey done by City Administrator Asleson (see attached) . The Committee reviewed the information from other cities. Dorothy Regis questioned the enforcement of the ordin- ance at the present time. She feels that the City can have problems with liability if we have an ordinance and don't enforce it. The "complaint only" policy was discussed. The reason for requiring that sidewalks be shoveled was discussed. Rick Kelley stated that sidewalks should serve the same purpose in the winter that they do in the summer. Dorothy Regis questioned the reason for the sidewalks. Children do not play outside that much in the winter; is the reason to provide a safe way to get to the school bus stop. She feels the problem of enforcement of the ordinance is almost to great to work with. The Committee reviewed page 26 of the booklet, "Snow Shoveling Ordinance." Bill Smith stated that he feels the City should concentrate their efforts on the major streets. Don't plow next to the parks that don't go any where. The Committee members discussed public input; also the reasons the ordinance was repealed last year. They decided that the public input should go to the Council at the appropriate time. How much plowing does the City do now of the sidewalks next to the parks -- this should be addressed. Is it necessary to plow those sidewalks and could it be more beneficial if other sidewalks were plowed by the City. John Gretz stated that the City plows approximately 15 miles of trails and sidewalks and if the areas around the parks weren't plowed it probably eliminate about 5 miles. MOTION: of Regis, seconded by Smith to recommend that the City Council not put a burden on the citizens by having a "Snow Shoveling Ordinance," and that they retain the policy of plowing all sidewalks and /or trails along collector streets leading directly to schools and the commercial area. The Urban Affairs Committee further recommends that a comprehensive trail and sidewalk plan be prepared which would link schools, parks and other locations. McKay stated that he feels the 8' wide trail system would be more beneficial to the City and explained the problem with the 4' wide sidewalks. He also questioned not requiring the school to plow their driveways - that is a part of the ordinance. Rick Kelley stated that the sidewalks are on public property; the driveways belong to the schools. McKay questioned the authority of the City to require that the driveways be plowed. Bill Smith suggested going to the School Board with that problem. VOTE ON MOTION: YES - 4 - NO - 0. � - Page° ��2 Urban Affairs Committee Min�s � 7/19/79 MOTION: of Smith, seconded by Regis to recommend to the City Council approval of the draft of the Bingo Ordinance. YES - 4 - NO - 0. At the next meeting the Committee will discuss the "Street Naming & Numbering System." A representative from Dakota County will be asked to attend the meeting. The Committee will ask the public to attend the second meeting in August for public input on the system. After that they will complete the "Gambling Ordinance." Bill Smith asked if anything has ever happened to the Transient Merchant License Ordinance. Meeting adjourned.
