PRESENT: Dick Edwards, Dorothy Regis, Hank Myers, Bill Smith & Rick Kelley,
Planning Assistant. II
ABSENT: Joan Goering and Clint Dixon. �'
1. Vice Chairperson Myers called the meeting to order and stated that the first
item°of business should be to elect a new Chaa:rman due to the death of
George Hecker.
Hank Myers nominated Dick Edwards for Chairman. Dick Edwards nominated Hank
Myers for Chairman. Both declined as felt that time was a problem,
Hank Myers nominated Dorothy Regis for Chairperson.
MOTION: of Edwards, seconded by Smith to c�,ose nomi.nations and cast a unanimous
ballot for porothy Regis for Chairperson. Yes - 4 - No - 0.
2. The Committee members discussed setting up a memorial for George Hecker and
it was agreed that a gift of money would be given to George's wife and son.
Chairperson Regis will take care of collecting and sending the contributions.
3. Rick Kelley stated that following the discussion on the gambling ordinance
at the last meeting he checked with State Statutes and all that is allowed are
the tip boards, paddle wheels and raffles. He also reported that the City
received a copy of Eagan's ordinance and they combi�d both bingo and gambling
into one ordinance. There was some discussion on one or two ordinances and
the Committee agreed to having two ordinances. Rick Ke11ey noted that the Bingo
ordinance has been around for some time; the laws regarding gambling are quit�
new.
Because the Lion's Club does have bingo in the City at the present time the
Committee decided that they will draft a proposed ordinance for Bingo prior to
the gambling ordinance. It was stated that it is illegal to have bingo if the
City does not have an ordinance regulating the game.
The Bingo model ordinance was reviewed and discussed. Dick Edwards stated that
he would like to have the administrator determine what the costs would be before
a charge for a license is determined, Rick Kelley read the State Statutes
stating the requir ements for recordkeeping for a bingo operation. The State
Statutes require that the City periodically investigate and check the records
of the bingo operation.
The Connnittee will continue working on the Model Ordinance for Bingo at their
next meeting which will be May 3, 1979.
