CITY OF APPLE VALLEY
URBAN AFFAIRS COMMITTEE MINUTES
APRIL 5, 1979
PRESENT: Chairman George Hecker, Co�ittee Members Hank Myers, Dorothy Regis,
Dick Edwards and Clint Dixon.
ABSENT: Joan Goering and Bill Smith.
Chairman Hecker called the meeting to order.
The minutes of the January 18, 1979 meeting were approved as written.
Chairman Hecker reported that the Committee has two projects; the development
of a gambling and bingo ordinance and also a study of the street numbering
and naming system has been referred to the Committee.
Mayor Garrison and John Gretz, Community Development Director, will both
meet with the Committee regarding the referraZ of the study on the street
naming and numbering system. The Committee would like to also discuss the
concerns with Chief of Police Lloyd Rivers regarding emergency services and
also invite interested citizens to meet with the Committee.
A model ordinance regarding "Gambling for Non-Profit Organizations" was
studied. There were a number of concerns about the Minnesota Statutes
and the Committee were interested in reviewi�ng the ordinance recently
adopted in Eagan. Rick Kelley will put together inforaration on the State
Law regarding the Gambling Ordinance so this can be further discussed at
the next meeting.
A model ordinance regulating and licensing for bingo games was also reviewed.
Clint Dixon questioned the fees for administering such an ordinance. He
noted that the charge needs to be sufficient to cover the city's costs.
It was stated that it is illegal to have bingo games in the City unless they
are regulated by an ordinance. There was some concern about the definitions
in the model ordinance and asked that Mr. Kelley check the State Statutes
to more clearly define them.
