HomeMy WebLinkAbout01/18/1979 . � � • � CITY OF APPLE VALLEY URBAN AFFAIRS COMMITTEE MINUTES JANUARY 18, 1979 PRESENT: Hank Myers, Dick Edwards, Joan Goering, Dorothy Regis, and Rick Kelley. ABSENT: George Hecker, Clint Dixon, Bill Smith Vice Chairman Myers called the meeting to order. The Committee members reviewed a letter from City Attorney Jim Sheldon regarding the proposed Massage Parlor Ordinance. (See copy attached.) The Committee agreed to Comment 461 ,and ��2. There was some discussion regarding Comment ��3 and it was suggested that Mr. Kelley check with Mr. Sheldon about adding "partners of same" after partnership. Mr. Sheldon's comment 4 the Committee felt is a "policy decision" and suggested that the City Council make the decision on how that section should be worded. Dorothy Regis stated that for the person appealing it might be easier to be heard by the Council first and go to the court system as a last resort. She noted that the timing in the court system can be a big problem. Rick Kelley stated that he checked and Section 7. �. of the proposed ordinance does comply with the building codes. The Committee agreed to insert Comment 6 in the ordinance. The Committee members agreed to forward the ordinance to the City Council with the changes proposed by Mr. Sheldon. Rick Kelley reported that the ordinance to regulate traffic flow, etc. in the shopping center will not be pursued. After checking with other Cities it has been determined that the property owners have to contact the City and ask for enforcement as well as pay the cost of the police services. The Committee members asked about the Transient Merchant ordinance that was forwarded to the Council some time ago. Mr. Kelley noted that the "Group Home information" will be added to the Zoning Ordinance when it is updated in the next few months. The Committee briefly looked at the Ordinance from the City of Richfield on pornography. They discussed the lack of business. Hank Myers stated that in the past the Committee had a list of areas that they could pursue; suggested that possibly the Council could again provide them with a list of areas that they could be working on. The Committee agreed to leave their meetings scheduled for the lst & 3rd Thursdays of each month and if they do not have an aasignment then the meeting will be cancelled. Meeting adjourned. NOTE: Attached is a copy of the Ordinance as it will be forwarded to the City Council.
