URBAN AFFAIRS COMN�ITTEE MINUTES
DECEMBER 7, 1978
PRESENT: George Hecker, Hank Myers, Clint Dixon, Bill Smith, Dorothy Regis and
Joan Goering. Rick Kelley, Staff Liaison.

Chairman Hecker called the meeting to order.
The Committee reviewed the draft of the Massage Parlor Ordinance. They agreed to
delete paragraph 2, A. under definitions in Section 1 and add the definition of
Massage Establishment under Section 1, Item D.
MOTION: of Smith, seconded by Regis to recommend that the draft of the Massage
Parlor Ordinance be sent to the Attorney far review and returned to
the Urban Affairs Committee with his recommendations and couunents.

Rick Kelley distributed copies of the proposed ordinance regulating vending machines
and amusement devices. He stated that the City Attorney had reviewed the Committee's
proposed ordinance and made a couple very minor changes. He stated that a citizen,
Mr. Joe Shirk, was asked to comment on the proposed ordinance; he is supposed to
consult with some of the vending machine and amusement machine owners to get their
feedback. The Committee members questioned "who" Mr. Shirk is and "why" it was
refered to him. They are concerned about the ordinance being refered to a citizen
for comment. The Committee members questioned why they have a Committee; it is
their understanding that the Council either accepts or rejects their proposals.
They feel that the Mayor or Council should have met with the Committee if there were
questions. They asked what Mr. Shirk`s interests are and felt that he should have
met .with the Urban Affairs Committee if he had any questions or comments. The usual
procedure is to meet with the Committee rather than investigate on their own.
Mr. Kelley noted that the Council had two questions on the Ordinance -- 1) They
wanted to qualify why the soft drink machine was a different price -- Mr, Sheldon
corrected that in the ordinance so that only bottled or canned soft drink dispensing
machines are $10.00. 2) Barb Savanick wanted to have the fee schedule set by
Resolution rather than Ordinance so that it could be more easily changed in the
future. Mr. Kelley stated that the fees have to be included within the Ordinance
due to the way the enabling legislation is worded. Mr. Kelley also noted that Mr.
Sheldon changed the Revocation and Penalty sections in the ordinance. The ordinance
will probably go to the Council on December 28, 1978 for consideration.
Rick Kelley said that the next assignment for the Gommittee is to investigate an
ordinance regarding traffic circulation in the commercial area; at the present time
the City has no legal recourse on private property. The Ordinance would allow the
Police to enforce traffic signs, etc. on private property. The Ordinance basically
allows an agreement to be drawn up to allow the police to enforce the traffic
signs, etc. in the Commercial area. He noted that a sample has been sent for from
Maple Grove where they have a similar policy.
The next Urban Affairs Committee Meeting will be on January 4, 1978,
Meeting Adjourned.
