PRESENT: George Hecker, Hank Myers, Clint Dixon, Bill Smith, Dorothy Regis, Rick Kelley.
ABSENT: Dick Edwards and Joan Goering.
Chairman Hecker called the meeting to order.
Minutes of the September 7 meeting were approved as written.
Mr. Kelley distributed copies of a model ordinance regarding vending machines and a copy of
the Minneapolis Ordinance. He asked the cor�nittee to consider drafting an ordinance that
would incorporate the food vending machines and coin operated machines for amusement into
one ordinance. He noted that the model ordinance and Minneapolis ordinance are both for
food.
The Committee discussed the sheet showing the breakdown in different cities of charges for
amusement machines. Regis recommended using the Scanlon idea of licensing the premises and
so much for a certain number of machines. George Hecker felt that it should be on each
machine. The committee discussed restricting the amusement machines to particular places.
Mr. Kelley asked Ms. Regis to review the "Legal Aspects of Municipal Licensing" and report
to the next meeting.
Dorothy questioned if they should have two different ordinances or if they could be included
in one ordinance with fewer problems. The Committee felt that one ordinance to cover both
would be better. Regis recommended making the fee high enough so they don't have the
amusement machines in jnappropriate places; it would discourage a place from having one or
two machines.
Hecker questioned the number of food vending machines in the area. Mr. Kelley noted that the
City Council informed the State that they would draft their own ordinance regulating the
food vending machines. The main reason for licensing and regulating the food vending machines
is to eliminate the spoiled or old food from remaining in the machines.
It was noted that they could charge less for the soft drink machines because of the fewer
problems in that area.
The Committee reviewed the model ordinance and made appropriate changes -- see attached draft.
