CITY OF APPLE VALLEY
URBAN AFFAIRS COMMITTEE MINUTES
APRIL 20, 1978
PRESENT: George Hecker, Hank Myers, Bill Smith, and Rick Kelley.
ABSENT: Clint Dixon, Dick Edwards, Dorothy Regis and Joan Goering.
Chairman Hecker called the meeting to order. Due to the lack of a quorum
an informal discussion was held regarding the "Group Home Ordinance".
Rick Kelly, the new Apple Valley Planning Assistant, was introduced. Rick
will serve the Urban Affairs Committee as a staff liaison.
The Committee discussed the pros and cons of including the "Community Based
Care Facilities for Social Rehabilitation Programs" in the proposed ordinance.
Rick Kelly stated that he is concerned if Chemical Dependency, Juvenile
Deliquency, etc. that come under the Rehabilitation programs would fit
under the present ordinance. He recommended that as long as the Committee
is developing an Ordinance they should expand the ordinance to inelude
those areas as well as the residential programs.
There was some discussion on the impact of the home located at Alimagnet
Park for children who cannot get along at home.
Rick Kelly will compile some information to present to the Committee at
the next meeting which will be held on May 4, 1978 at 7:30 p.m.
