Chairman Hecker called the meeting to order.
Clint Dixon was officially welcomed as a new m�nber of the C.onmittee.
The amendment to the Nuisance Ordinance regarding weecls was passed by the City Council.
There was general discussion regaxding where the co�mittee is at regaxding the discussion
of Group Hanes. The discussion centered axound the Eden Prairie Ordinance and it was
generally agreed tha,t it is a good ordinance to use as a model and tha,t the Comnittee
should probably expand upon it to include group hanes laxger than the single family
dwelling.
The Comnittee agreed to adopt the following:
Objectives - To provide a high quality of residential opportunities for all people.
Definitions -
Family: A family sha.11 consist of not more than six (6) unrelated ad.ults or children
who are residing in a "Family Caxe Home" under the trained supervision of
tw�o (2) or more adults whose expressed purpose is to create a family hor�
environment. A "Family Care Home" shall be licensed by the State of
Minnesata, Federal Government; or other governmental licensing agencies,
and meet all required conditions of this ordinance.
Family Caxe Hane: A residential stx�acture typical of those in the neighborhood
ha,ving a maxi.rnum of six (6) residents needing the adult care and super-
vision of a "Supervised Residential Program" or "Social Reha.bilitation
Program" plus a minirrnun of two (2) or more adults who operate the dwell-
ing unit as a family hane. The "Family Caxe Home" typically ma.y be a
single family detached dwelling, attached townhouse, rental or owned
apaxtment, or similax unit to these of the �mnediate neighborhood where
it is located. The unit must be acceptable to the licensing requir�nents
of the State of Mi.nnesota, Federal Government or other governmental
licensing agency� and the State of Minnesota Uniform Building Code.
Family Care Hoine Ratio: The percentage produced by dividing the number of "Family
Care Home" units existing and proposed by the total units in the NEIGH�OR-
HOC� as defined on the Neighborhood Sector Ma,p adopted by the City Council
where the "Family Care Hane" is proposed.
Supervised Residential Programs: Programs which provide a supervised caxe in a
fami.ly home environment for a permanent or te�nporary residency for those
adults and children (referred by medical or trained counselors) who axe
in need of supervised. care.

Supervised Residential Programs axe exclusively for individua.ls with these
disabilities:
a. Mentally R,etarded
b. Mentally I11
c. Physically Iiandica.pped
d. Elderly
A Supervised Residential Program sha.11 be licensed by the State of
Minnesota, Fed.eral Government or other governmental licensing agencies.
Social Rehabilitation Programs: Programs which provide supervised care and reha.bil-
itation services in a family home environment to individuals who ha.ve
d�rionstrated behavior patterns not consistent with society's norms and
laws. Residents in the program sha.11 be �eferred by medical experts,
courts, or trained counselors as the individua.ls will benefit from the
rehabilitation programs and family home environment. The following
programs providing supervised caxe and reha.bilitation opportunities to
adults and children with the following probl�ns axe included in Social
Rehabilitation Programs:
a. Che�nical Dependency including Alcoholis�rn
b. Juvenile Delinquency
c. Runaway Children or young adults
d. Women's F]nergency Residential Program
e. Si.ngle Paxent Residential Program
A Social Rehabilitation Program shall be licensed by the State of
Minnesota, Federal Government or other govezmmental licensing agencies.
The Comnittee will establish an ad.ditional category of definitions will be established
under subdivision 2 for facilities lar er than family caxe programs; it will be

entitled "Comnunity Based Care Facilities".
The next meeting of the Urban Affairs Comnittee will be April 20, 1978 at 7:30 p.m.
in the Conference Room at City Ha,ll.
