URBAN AFFAIRS COMMITTEE MINUTES
FEBRUARY 16, 1978
PRESENT: Hank N(yers, George Hecker, Dorothy Regis, John Gretz
ABSENT: Bill Smith, Dick Edwards & Joan Goering
Chairman Hecker called the meeting to order.
Mr. Gretz stated that he had reviewed the Urban Affairs Committee minutes of the February' 2
meeting and liked the proposal ; he was particularly in favor of the 12" height limitation
and liked the w�y the platted and unplatted areas are addressed.
Per Dick Asleson the Committee should not bestow any powers on the City Forester; he
recommended using the Building Inspector. Mr. Gretz stated that the Building Inspector has
police powers and the City Forester would not.
The distance of 300' inserted in the distance from the p1atted unoccupied or unplatted
seemed good for enforcement.
The Comnittee told Mr. Gretz that they plan to recommend an ammendment ta the existing
nuisance ardinance rather than write up an entire weed ordinance. He was in agreement with
thi s recor�nendati on.
The Committee discussed the number of "natural areas" in the City and want the requirement
broad enough so that the City can work with it.
There was considerable discussion about the "natural areas" and the homes located on
large acreage surrounded by open fields. Mr. Gretz stated that 75% of the complaints come
from the platted areas. He also suggested that the Cotrmittee consider including something
in the recommendation about exempting land that is used for agricultural purposes or
agricultural areas.
The Urban Affairs Corr�nittee will draft a recorr�nendation for the Couneil at their next meeting.
No official action could be taken at this meeting because of the lack of a quorum. The
Committee will not meet on March Z, 1978 because of a conflict on the ca1endar at City Hall .
The next meeting will be on March 16, 1978 at 7:30 p.m. at the City Hall .
