HomeMy WebLinkAbout12/15/1977 � ` CITY OF APPLE VALLEY URBAN AFFAIRS COMMITTEE MINUTES DECEMBER 15, 1977 PRESENT: George Hecker, Hank Myers, Dorothy Regis, Joan Goering, Bill Smith, Dick Edwards. ABSENT: Jim Ronay Chairman Hecker called the meeting to order. 1. It was reported that Eldon Hugelen, Urban Planning & Design Landscape Architect is preparing a report which he will have available for the Urban Affairs Committee at the January 5, 1977 meeting. There is some question regarding the height of allowed "weeds" and also the natural areas, and how the restrictions stand up in court. 2. The Urban Affairs Comnittee received a referral from the City Council asking them to review the Report of the Northwest Dakota County Group Homes Study Committee and review ordinances to see what provisions can be made in Apple Valley. They also reviewed copies of the Eden Prairie Ordinance for "Family Care Homes". Members of the Committee felt that they should hear from individuals in the Community as to what their feelings are and what the people i.n Apple Valley want. They would also like to ask people involved with the Group Homes in the area to visit and discuss any, problems at a meeting. They discussed the different types of group homes; some types would fit in a residential area, where others should be a little further removed. Dorothy Regis questioned the Restrictive Covenants over-riding some of the City Ordinances. All committee members felt that we should be able to accommodate our own people in Dakota County rather than spending a million dollars to send them elsewhere. These homes could also provide jobs for the local residents. There was some discussion on the apartment building situations where they live in individual apartments; Smith referred to a Mentally Retarded Home in Farm- ington where they are accorr�nodated in an Apartment Building. They prefer that the Homes are not concentrated in one area. There was con- siderable discussion regarding the Eden Prairie Ordinance. Hecker was concerned about the Ordinance not requiring insurance. The Committee is interested in what the State requirements are for licensing a Group Home. Questions r�egarding the report and ordinance will be formulated at the next meeting and at that time the Committee will determine what steps they wi11 take in studying this area. It was recommended that Paul Gilje be invited to a meeting later in January. Meeting adjourned.
