URBAN AFFAIRS COMMITTEE
AUGUST 3, 1977
PRESENT: Chairman Hecker, Ronay, Edwards, Regis, Myers, Smith & Gretz.
Chairma.n Hecker called the meeting to order.
Gretz said that there have been co�iglairi,ts from area residents in reference to the pin
ball machines at the 7-11 Stores. A letter was �e�.t to the Ma.yor in reference to a
complaint and the City Council has referred the situation in reference to "Game Ma.chines"
to the Urban Affairs Committee for study and a reco�endation.
The Council would like some type of regulation; possible licensing of the machines.
It could be stated that they are permitted in a B-4 District; also spell out when it
becomes a "Game Room."
Regis said that the Urban Affairs Committee would like to know what the "problem" is
with the machines. Will there be a difference with the kids hanging a.round 7-11 if
the game machines are there or not. Members questioned if there were enough complaints
to �ustify taking action to remove the pin ball machines from 7-11. It was suggested
that the machines not be allowed in grocery stores. They could be restrictive as to
a particular use; not allowed in residential areas or �t�ighborhood grocery stores.
Ronay stated that it is ridiculous to put an ordinance together on the basis of a few
complaints. The Committee members were in general agreement that they should be allowed
in the Bars, Bowling Alleys, Gaming Rooms, etc. Regis said that there is a loitering
problem, however, she doesn't feel the game machines are the cause. Hecker said that
he spoke to the Ma.yor and he is interested in controlling the locations of the game
machines. Most of the members of the Committee were in agreement that there was nothing
wrong with the "kids" playing with the machines. The Coamaittee is interested in how
wide spread the complaints are and how many complaints have been reported to the City
Hall, Police Dept. and City Council. They feel the licensing of the ma.chines is a good
idea as they are a high profit item. If the problem is with the children spending money
on the ma.chines; that is a parental responsibility; the City does not establish ordinances
to get into the bat�ysitting business.
Gretz stated that he will contact the Councilmembers and Police and find out their feelings.
Also, the "complainers" that we have a record of will be invited to express their views
at the next meeting on August 18th at 8:00. Gretz suggested that Dave Shaak, the area
representative for 7-11 could be contacted and invited to the meeting also.
The Committee discussed the Game Room that was located at the Southside TV Shopping Ctr.
which had problems; there is a Game Room at Diamond Head Mall that seems to be operated
in an orderly fashion. Possibly the Game Room closing at 9:00 or 10:00 solves some of
the problems. The Committee reviewed the "Nuisance Ordinance" and questioned if the
ordinance could cover the fact that the "pin ball machines at 7-11 are creating an
attractive nuisance."
The Committee will attempt to identify the problems at the next meeting and define the
problems specifically -- they can proceed from that point to a recommendation to the
Council.
