URBAN AFFAIRS COMMITTEE MINUTES
April 21, 1977
PRESENT: Edwards, Ronay, Hecker, Myers, Regis, Goering, Smith
Chairma.n Hecker called the meeting to order.
The members of the Committee reviewed the minutes of the last meeting and the work
done thus far on the Ordinance Relating ta the Licensing of Massage Parlors. This
meeting the Committee will continue with regulations regarding the licensing
of the business and the registration of masseurs and masseuses.
SECTION 2. Massage Establishment License-No person shall operate a massage establish-
ment in the City of App1e Valley unless he has first obtained a license
therefor from the City.
There was considerable discussion regarding licensing both the establishment and the
massage technician. They discussed how complicated they wanted the ordinance to be
and questioned whether they wanted to be so strict that they would keep the massage
parlors out of Apple Valley, or did they want the ordinance to go along with the
purpose that the members were in agreement with at the previous meeting -- "eliminate
overt sexual activity and maintain a level of sanitation and health." It was
decided that it is important to maintain a high level of sanitation and health. They
would attempt to simplify the requirements of the ordinance.
Couunittee members agreed to delete their original Section 2. (above)
SECTION 2. License Required
A. Business License. It shall be unlawful for any person to operate a massage
business within the City unless such business is currently licensed under
this Ordinance.
B. Personal Service License. It shall be unlawful for any person to gerform
ma�sage services within the City unless currently 1 icensed under this
6rdinance.
SECTION 3. Application. Every application for a license under this Ordinance shall
be filed with the City Clerk. Each application shall be made on a form supplied
by the City and shall contain the following information:
A. Business Licenses.
1. Whether the applicant is a natural person, a corporation, a partner-
ship, or other form of organization.
2. For each individual involved in the venture, a statement as to whether
that individual has been convicted of any crime, misdemeanor, or
violation of any municipal ordinance, the nature, place and date of
of the offense and the punishment or penalty assessed.
3. The lr�cation and mailing address of the proposed establishment. !
Meeting adjourned. Work on the ordinance will continue Ma.y 5, 1977.
