CITY OF APPLE VALLEY
URBAN AFFAIRS COMMITTEE MINUTES
March 17, 1977
PRESENT: Edwards, Hecker, Myers, Regis, Smith
Chairman Hecker called the meeting to order.
The Committee reviewed the By-Laws they received f��m the Council and found
them acceptable.
Members reviewed Mr. McMenomy's letter of Ma.rch 8, 1977 in reference to the
proposed changes in the Transient Merchant Ordinance. The Committee
discussed changing Section 2 B to Section 8. It was decided that because
of the context of Section 2 B that it should become Section 8 D and the
following two subsections should become 8E and 8F.
Bill Smith questioned why the "if it appears" is included in Section 5 B.
After some discussion the Couunittee felt that it should remain as is and
the City Attorney would make the necessary language and wording changes
before the final draft of the ordinance is adopted.
The Committee recommends that the City Council adopt the Transient Merchant
Ordinance as corrected.
Members discussed what their next project would be. Mr. Hecker has not
had an assignment from the members of the Council or Mr. Asleson, conse-
quently it was decided that the Committee will begin work on an Ordinance
relating to the licensing of Massage Parlors. The members felt that it
would be better to ha.ve an ordinance before this issue would come up than
to have to develop one when it is required. They reviewed copies of
similar type ordinances from other Cities in the Metro Area and will
i begin work on development of an Ordinance at the next meeting. (For
members information copies of the ordinances are enclosed.)
The next meeting of the Urban Affairs Commi.ttee will be April 7, 1977 at
7:30 p.m.
