CITY OF APPLE VALLEY
URBAN AFFAIRS COMMITTEE MINUTES
November 4, 1982
PRESENT: Gloria Deters, John McKay, Fred Metry, Dave Saxerud, Sharon
Schwartz, Pam Sohlberg and City Planner, Rick Kelley.
ABSENT: Shirley Doering.
The meeting was called to order at 7:32 P.M. by John McKay.
MOTION: By Ms. Schwartz, seconded by Mr. McKay to approve the October 7,
1982 minutes as submitted. VOTE: Yes, Unanimous.
DISCUSSION OF DRAFT FALSE ALARM ORDINANCE:
The Committee discussed the draft ordinance prepared by staff. Ms Schwartz
questioned the notification after two (2) false alarms; the Committee's
original discussion was that notification would occur after three (3)
false alarms. Mr. Kelley indicated that Chief Rivers felt notification
should be made after two (2) false alarms in a twelve (12} month period.
The Committee let this change stand. Some wording changes in Section
2.2 and Section 2.4 were suggested to make the meaning more clear, Mr.
Metry asked about the billing procedure in cases where the maximum number
of false alarms was exceeded. Mr. Kelley explained that the alarm user
would be invoiced; if payment was not received, the City could specially
assess the amount and have it collected with the property taxes.
MOTION: By Mr. Metry, seconded hy Ms. Sohlberg to accent the ordinance
as modified and forward to the City Council. VOTE: �es, Unanimous.
There was a brief discussion concerning the lack of a charter or ordinance
establishing the Urban Affairs Committee and providing clear guidelines
as to its purpose and function. '
MOTION: By Mr. Metry, seconded by Ms. Schwartz to recommend that the City
Council establish charters or ordinances for City Committees which currently
do not have them. VOTE: Yes, Unanimous.
Mr. Metry suggested that it may be desirable for the City Council to
establish an ad hoc committ�e to come up with recommendations concerning
the purpose and function of the various committees.
The next item of business will be revisions to the on-sale liquor ordinance
concerning separation between licensed establishments and churches or
schools. The Committee decided to meet on November 18, 1982 but cancel
all December meetings.
MOTION: By Ms. Schwartz, seconded by Ms. Deters to adjourn the meeting.
The meeting adjourned at 8:10 P.M.
