URBAN AFFAIRS COMMITTEE MINUTES
APRIL 16, 1981
PRESENT: Chairman Hank Myers, Shirley Doering, John McKay, �red Metry, Sharon
Schwartz, Pamela Sohlberg, Staff inember Kelley
ABSENT: Gloria Deters
Chairman Myers called the meeting to order at 7:30 P.M,
MOTION: of McKay, seconded by Sohlberg, to approve the April 2, 1981 minutes;
minutes ap�roved.
FURTHER DISCUSSION OF PAWN SHOP ORDINANCE
Staff inember Kelley stated that the City Attorney has been out of town and will
return next week; at that time we will get his opinion on surety bond requirements,
payment by check and photographic records.
The Committee resumed its. section by section review of the Minneapolis Code.
321.160 Police order to hold property -- include as is.
321.170 Hours--change to provide hours of operation from 9:00 A,M. to 9:00 P.M.
Monday thru Saturdays, 12:00 A.M. to 5:00 P.M. Sundays, closed holidays
(as per Minneapolis)
There was considerable discussion on the intent of Sunday closing.
321.180 Business in one location -- include as is.
321.190 Prohibited area of operation -- delete.
321.200 Purchase of junk from licensed dealers -- delete.
321.210 License required for certain signage -- delete.
321.220 Acts prohibited by minors -- include as is.
321.230 Dealing with minors -- include but delete referenee to "unsound minds",
written consent.
321.240 Limitation on goods sold -- delete.
321.270 to 321.290 dealing with used books and records were deleted completely.
Rick Kelley stated that he will prepare a draft ordinance based on the Committee's
revisions to the Minneapolis model, this should be ready for the next meeting on
May 7, 1981.
