Staff Member Rick Kelley passed out copies oP ordina�ces fron� M3nneapoli�,
St. Paul, and Columb�.a Heights which deal with paWnbrokers, secondhand and
�un� dealers. This comm3tt�e is �ust concerned with true pawnbrc�ker� and
per�zsed the ordinances for ideas, de�init�.ons, and �ther app3icable requi.re-
ments to in�clude in an ordinanee for �pple Vall.e�,
A11 three ordinances (Minneapolis� St. Fau1� and Co3timbia Heights) are
similiar. �equir�.�.g that pietures be taken of persons s�lling �oods aad
requiring pawn shr�p operatorst� pay for goods by check, two po�sibflities
this �ammittee felt sY�ould be included in the Apple Va11.ey crrdiMance, were
not included in either of these three examples. The committ�e would like
to incZude the�� two requirements.
In d3scussing License F�e� Mr. Kelleq cited examples of fees in Apple Va11ey
for vending m�xchine�s as $150 for 1-5 machinesi �2�0 for �-1� maehin�s aad
so much per machine thereafter. A cigarette vending machine license is $25.
License fee is ust�ally set e�n a yearly basis. The City of Apple Valle�r
does nmt license �ny type of commereial operation.
Mr. �I�!try expressed his desire for the City Attorney ta give his opinion
on Suretg Bondin�. IIt�der Minneapolis �ode, 321.1�0, Conditions af Bondsy
would Apple Valley have the same recourse as Minneapolis.
Concern over a minor purchasing were expressed. A minor is no� al.lowed to
sell, pawn, c�r pledge an article, but a minor cax� purchase article$ frdm a
pawn shop.
The coffimittee decided to use the Minneapolis �ode, Chapter 321. Pawnbrokers,
Secondhand and Junk Dealers as a guide to be�in developing an ordinance for
pawn shops in App1e Va11�y.
Following is the committee�s review of the Minn�apo3ig Code.

At this paint, a porta.an of the Colu�bia Heigl�ts ardinance could be a.ncluded.
Garage sales in residential districts, otherwise perffiitted by t�.e Zoning
Cod�, shall nat require a license hereunder. The fee �r such lieer�se sha11
be set by resolution. License Fee and Bond requirement wi11 be waitted for
church, eharitable, and publie service organization�.
321.6�� License fee. This area pereipitated diseuss3on. The fee ahould
be representative of �he actual eosts incurred by the City to inspeet a pawn shop
on a regular basis. Reeommended by the committes as fees wo�ld be: a minimum
of $2Q0 for a Pawn Broker; a mi�imum of $1fD0 for a Secondhand goads dealer.
The amount of the fee should be lef� up to resolutian and rhould be reviewed
periodicalZy.
