URBAN AFFASRS COMMITTEE MINUTES
FEBRUARY 19, 1981
PR�SENT: Doering, Chairman Myers, Deters, Metry. . Staff Niember Kelley.
ABSENT: Schwartz, MeKay.
l . Call to Order.
Chairman �tyers called meeting to order at 7:30 p.m.
2. Approval of Februar.y 5, 1981 Minutes_.
MOTION: by Deters, seconded by Metry, for approval of minutes .
YES : - 4. NO - 0. Motion carried.
3 , Discussion of Garba�e Survey.
Mr. Kelley reported they had received one written response back from
the garbage haulers, who stated they would con�ti�ue to provide back-
up services at the garage at no ex�ra cost should a deeision be
made to go to curb-side service. Mr. Metry stated residents could
have some opposition to the back-up service from some haulers .
Ms . Deters asked if Bloomington Service was notified. She stated
they had said if there was going to be districts to let them de-
sign -Ghe districts . She said she would expect there to be somebody
from Bloomington at the meeting af the Council Thursday night.
Mr. Kelley stated the results of the survey were so close it would
be up to the Council to decide whatever they felt was best.
Ms . Deters stated she would guess the CQUncil would be in favor
of leaving it the way it is now. Mr. Kelley said the only reason
they ran the survey was because some of the haulers had done a
little survey of their own and the Council Members wanted to find
out how they would compare . Mr. Myers stated the haulers had said
costs would be going up if they had to pick up at the garage .
Ms . De-�ers asked if the Committee was going on record to reaffirm
the previous recommendation that there would be no change . Mr. Metry
asked if they could recall the results of the trash haulers survey.
Ms . Deters reported it was around 80� in favor of curb-side .
Mr. Metry reported his hauler had raised his rates $3 a quarter,
and had stopped offering annual or semi-annual billing. Ms . Deters
stated he had said it was gasoline and his dumping charges . She
said it has to be out of the garage even if the door is open, and
if a car is on the driveway it has to be behind the car so they can
see it from the street. Mr. Metry reported that he has noticed
some garbage on the curb recently. He asked if there were any
written comments on the survey. Mr. Kelley reported there were a
few, most said leave it alon�e, others said let them put grass clip-
pings on the curb, l�owever most of them didn't have any comments .

Mr. Metry said it was obvious from the survey that not many people
preferred plastic bags which was very surprising to him. He then
asked how many uti3ity bills were mailed out containing the survey.
Mr. Kelley stated it was the total number of dwelling units that ha�re
city water; some 5000 units . Mr. Metry stated there would b� four
persons per unit on the average . He asked if there was any tabu-
lation as ta where the responses came from. He said in looking
at the survey results he wondered if there was a predominance
where certain people prefer more of one type service than the
other. Mr. Kelley stated townhouses might be different where an
association was paying for the garbage pickup, but most of them
are set up so the hau.ler can come right in on the driveway.
Mr. Myers stated they usually have the large bins for multiple use.
�s . Deters said they reported 80�, so they had a higY�er number re-
sponding, and more than one would think would respond. Mr. Metry
stated the City apparently got less than 50�. He said that gen-
erally if people want a change you get a large number responding
but if they don't want a change people don't vote .
MOTION: by Deters, seconded by Metry, to recommend to the City
Council that there be no change in garbage pick-up.
YES - �. NO - 0. Motion carried.
Ms . Deters asked if Mr. Kelley co�Id get some figures for the Council
meeting, and stated she would like to call Bloomington to find out
how many people they had voting for this change . Mr. Metry stated
Town and Country should also be called so they wouldn•t be favo�ing
or disfavaring B14omington Service. Nis . Deters stated there seerned
to be a misunderstanding at the last Council meeting when this was
dis��ssed in that it was stated if people wanted garage pick-up
they cauld still get it if they wanted to pay �he price, but it was
M.er understanding that it would be on the same day. Mr. Kelley
stated it would be by rnandatory districts . Mr. Metry stated it
also appeared from the number opposed to plastie bags that they were
unaware of the container ordinance in the City, and he felt a good
point to make would be that there is in fact a container ordinance
regardless of where the container is kept. Mr. Kelley stated the
ordinance would have to be changed for curb-side service stipulating
either a tightly closed container or plastic bags . �ir. Metry stated
he felt there was a general misunderstanding regarding what we have
now, and what rules would be at the curb,
Mr. Metry stated he would like to look at the surveys returned and
do a demographic on it as to multiple vs . singie family. Ms . Doering
stated people often times respond to a survey by the way it is put
to them, and stated she had asked some of her neighbors wha thought
it sounded like a good idea.
Mr. Metry to check surveys to see what information could be obtained.

4 . Fu.rther Discussion of Ordinance to Control Advertisin� Literature .
Mr. Metry asked Mr. Kelley if a letter had been sent to Mrs . Wilkinson
in response to her complaint about the litera��.re distribution.
Mr. Kel3ey stated a letter had not been written but one could be
drafted if it was felt the problem didn•t warrant an ordinanee .
Mr. Metry said he didn't believe -there was a general problem.
Mr. Myers stated he felt a letter should be sent to her that C�mmittee
didn't find there was a general probTem sufficient to require an
ordinance .
Ms . Doering stated that during election time there was always someone
puttzng something in the door, and she agreed that they did blow
around if they weren't stuck in the daor properly.
MOTION: by Metry, seconded by Doering, recommendation to notify
City Council that Committee found there was not sufficient
need at this time to adopt an ordinance .
YES - �. NO - 0 . Motion carried.
Mr. Myers stated there was more of a problem with garage sale signs
because people don't go back and take them down and eventually they
become wet and blow down. He stated he didn't see it as a big
problem however.
MOTION: by Metry, seconded by Doering, for meeting to adjourn,
YES - 4. NO - 0 . Motion carried.
Meeting adjourned at 8:05 p .m.
