HomeMy WebLinkAbout10/16/1980 � � CITY OF APPLE VALLEY URBAN AFFAIRS COMMITTEE MINUTES OCTOBER 16, 1980 PRESENT: Chairman Hank Myers, Committee Members Carol Hein, John McKay, Sharon Schwartz and Staff Member Rick Kelley ABSENT: Gloria Deters, Shirley Doering, Fred Metry Chairman Myers called the meeting to order at 7:35. MOTION: of McKay, seconded by Myers to approve the minutes of October 2, 1980. Minutes approved. Tonight's meeting will consist of further discussion of a proposed noise ordinance. Staff inember Kelley stated that the Minnesota League of Cities is operating a program to help cities recognize the issue of noise pollution and that a representative will be present at the next meeting to provide the Committee with background in- formation. Kelley said that since the last meeting he had talked with the noise officer in Bloomington. The noise section there is organized under the building and inspection department. They employ 1 full-time person and have 1 intern over the summer months. Police personnel are utilized for vehicle noise enforcement. The noise officer explained that diesel engine pickup trucks do exceed the State standards as equipped by the manufacturer; Bloomington is currently ignoring the violations. As of yet no studies have been performed to see if Bloomington's strict enforcement has had an effect on the people's perception of the general noise level. The cormnittee questioned the status of the garbage ordinance survey being conducted. Sharon Schwartz said she noticed more people have been placing their refuse at the curb and asked how the City makes people aware of the current ordinance. Kelley said the ordinance is enforced on a complaint basis; a standard garbage letter is delivered first to inform the violator of the ordinance. Citations are issued only if the violation continues.
