URBAN AFFAIRS COMMITTEE MINUTES
SEPTEMBER 18, 1980

ABSENT: Shirley Doering, John McKay and Hank Myers
The meeting was called to order at 7:35 P.M. As discussion of a gambling ordinance
has been tabled, tonight's discussion will ce�nter on a noise ordinance. The City
Council has directed the Urban Affairs Committee to research and make a recommend-
ation for a City Noise Ordinance due to the request of a resident.
Copies of noise ordinances from other metro cities were distributed; the Committee
spent the majority of the time reviewing the Bloomington ordinance. The difficulties
and expense in enforcing a stringent noise ordinance were discussed; the Committee
would like to know how much time and money Bloomington expends on enforcement. The
Committee felt it would be undesirable to adopt an ordinance restricting activity
which has not of yet caused noise problems in Apple Valley - the Bloomington ordinance
is all encompassing. Tfie opinion was expressed that if an ordinance were to be
adopted it should be tailored to the current noise problems cif Apple Valley; if
additional problem areas develop they can be addressed later through an ordinance
amendment. The Committee would like to know what specific noise problem prompted the
City Council to direct the issue to them - Kelley will investigate.
