ABSENT: None Chairman H. Myers called the meeting to order at 7:35 p•m• The minutes from the August 21st meeting were approved. GAMBLING ORDINANCE R. Kelley noted that bingo and gambling are designated separately und�r the Minnesota State Law. The guidelines the State provides is basically to insure that raffles and bingo are held by non-profit organizations. Section V of the Law permits raffles, paddle wheels and tipboards. Other types of gambling are technically illegal , unless the City has adopted an ordinance which provides for such activity. Section IU requires an organization to be in existence for 3 yrs. and contain 30 active members, however, non-profit organizations are exempt, which covers the Fire Dept. This prevents organizations forming for the sole purpose of gambling. A raffle is defined as ticket selling which p�-ovides a prize. The fee charges for license application is discretionary per individual city. Violation of this City ordinance, or State Law if City has no ordinance, is a misdemeanor. Definition of a "tipboard" is a 12 sq. inch grid or pattern with hidden numbers which contains a winning num6er. MOTION: by J. McKay, seconded by F. Metry, to table the gambling ordinance, and subsequent recommendation to the Council , for two weeks. YES: UNANIMOUS OTHER DISCUSSION G. Deters presented an article regarding residential and industrial noise ordinances. MOTION: by H. Myers, seconded by J. McKay, to adjourn at 8:30 p.m.
