HomeMy WebLinkAbout04/03/1980 • Unapproved Draft • CITY OF APPLE VALLEY URBAN AFFAIRS COMMITTEE MINUTES APRIL 3, 1980 PRESENT: Deters, McKay, Metry, Myers and staff inember Kelley ABSENT: Hein, Schwartz Vice-Chairman Myers called the meeting to order at 7:36 p.m. MOTION: of McKay, seconded by Deters to approve March 20, 1980 minutes. Motion carried unanimously. Staff inember Kelley reported that he had met with Mr. Cager from Bloomington Sanitation regarding the mandatory districting proposal. Mr. Cager indicated that such a program would severely impact their route scheduling in both Apple Valley and in the surrounding communities where they operate, especially since their current scheduling is exactly opposite the one proposed; they don"t want to lose any flexibility. He stated that the prohibition against curbside was not an overriding concern to them, but they would like to see grass clippings allowed on the curb. Basically, though, they are opposed to a mandatory districting program. Deters stated that with Bloomington opposed the mandatory system would not be viable; Bloomington is the largest single hauler in the City. There was some dis,cussion of a system where the City contracts with one hauler to handle all garbage in the City. Metry related his experience in San Jose where the City bid for a hauler once every five years. In his mind, the level of service was not satisfactory to the average homeowner. Kelley relayed some information from Knutson Rubbish regarding future costs and rates. Knutson said current dumping costs are $5/ton, will inerease to $6-8/ton by fall. His fuel supplier has told him diesel fuel will be $1,70-1.90 gallon by fall also. He will have to raise his rates from $7.50/month to $8.50-9.50/month if the restriction against curbside continues. He still feels the "open" districting system would work and hopes the committee would recommend it. The committee discussed the "open" district system. It was felt that the direction of the City Council was clear - mandatory districting is the only way curbside would be acceptable. MOTION: of McKay, seconded by Deters, to recommend that the existing rubbish ordinance not be changed. Motion carried unanimously. Kelley said the next ordinances to be worked on would be one on leaving keys � in automobiles and the finishing up of the gambling ordinanee. The committee would like the firearms ordinance back soon so that they can finish it as well. Meeting Adjourned 8:15 p.m.
