Sergeant Sams gave a brief presentation on the events leading up to the
updating of the Apple Valley Gun Ordinance to eliminate hunting within the
City. Basically, residential development in the City has eliminated most large
open areas to the point where the discharge of a gun has become hazardous in
almost all areas.
The Committee reviewed the existing gun ordinance and two sample ordinances.
There was some discussion on the inclusion of a fireworks section; the committee
desires the City Attorney's opinion before a final decision on this section. The
sample "white" ordinance was used as a guide, with the following changes: Section
I, add "authorized firearms range" and an "authorized predator/game control
program"; add "crossbow" to the firearm definition; clarify Section II B.2 so
that encased firearms are permitted in the rear cab portion of pickup trucks.
The committee requested that the Durdas be invited to the January l7 meeting
to comment on the ordinance prior to the February 7 public meeting.
Councilmember Overgard discussed committee attendance problems and the City
Council's proposal to deal with them through a mandatory resignation after a
certain number of absences. The Council is looking for input from the Committees.
Motion of McKay, seconded by Deters, to require resignation after three
consecutive absences or 8 total absences in a calender year.
Motion passed unanimously.
